BATESVILLE, Ark. (KTHV) - White River Regional Juvenile Detention Center (JDC) is facing charges after an investigator discovered punishment violations to its youth. 

According to reports, the facility violated state standards by using restraints and 23-hour lock downs as a punishment for juveniles. 

Arkansas Department of Human Services internal investigator April Hannah found that some of the children at JDC were being handcuffed when they weren't causing any harmful or threatening situations. She also discovered that the facility used the 23-hour lockdown as a punishment for banging on doors or talking.  

Children are no longer being sent to JDC, and 14 at the facility will be moved to other detention centers.
